然而，自金融危机席卷全球以来，收紧移民政策已经见怪不怪。最近闹得最凶的无疑是以移民政策为基本国策的加拿大。
有的媒体将2012年称为加拿大对华人移民的"封杀年"。在投资移民政策收紧的情况下，加拿大移民部近日又公布全面更新的"三线"联邦技术移民政策：计分技术移民、技工技术移民和经验技术移民。新计分制将语言要求提升至"最重要的甄选移民因素"，普遍认为这意味着雅思成绩要到达6分及以上；所有海外学历必须经过认证、等同加国学历才有资格申请；47岁以后计分为0。从这些标准不难看出，该政策对中国移民而言极为严苛，必将造成中国移民的减少。

这些排斥背后的原因也不难找。移民必然会占用当地的就业岗位、社会资源和福利，在经济不景气的时候，当地人很容易把矛头指向外来者，而政府只能顺着民意行动。比如，加拿大公民及移民部追踪调查的最新结果显示，56%受访者觉得移民对经济有正面影响，比2010年的数字低了10个百分点。其他原因包括当地人认为华人投资移民对经济发展特别是实体经济发展作用有限，反而有炒热房价之嫌以及部分华人移民的不良行为在当地造成了不良影响等。

展望
爱也好，恨也罢，移民的重要性已经得到了普遍的认可。
加拿大的年度新移民目标过去几年都设定为25万，尽管劳工团体施压，分析普遍认为政府大幅度调整人数的机会不大。而且，有数据显示，加拿大要抵消人口老化现象，在2016年以后，年度移民人数最少要增加到35万。
英国的移民紧缩政策近日被《经济学人》抨击为"得不偿失"。文章指出，两年以来，学生、外籍工作者及其家庭成员很难在英国定居，这不仅会使英国在人才市场上不占优势，还可能丧失长远的经济竞争力。而且，非欧盟学生更倾向于获得研究生学位并学习理工科，这正是英国的新兴技术企业所需要和依赖的人才。
在一部分国家收紧移民政策的同时，另一些国家敞开了大门，特别是一些非传统的移民国家推出了一些利好的移民政策。比如塞浦路斯、拉脱维亚、葡萄牙等推出了买房就能获绿卡的政策。办理周期短也成为部分国家吸引移民的特点。比如，塞浦路斯的房产移民项目，办理周期一般为3到6个月。获取拉脱维亚的居留签证也只需要2到3个月的办理周期。

当然，对于华人移民而言，要想更受欢迎，或许还需要从自身做起：树立良好的形象，并努力融入当地社会，为后来者减少路上的荆棘。

"区域中心"赴美投资移民法案（EB-5）

由美国总统奥巴马签署正式延长3年，到期日顺延至2015年9月30日。此类签证从1991年施行，规定给予在美国任何地方投资100万美元并至少直接创造10个就业岗位的投资人"绿卡"。1993年，美国国会在这一移民法案中增设了"区域中心移民法案"，规定在政府特别规划地区投资50万美元，并直接或间接产生10个就业机会的人就有机会拿到"绿卡"。

这一法案的延期对华人移民的意义明显。根据美国国务院最新公布的2012财年数据，在截至2012年6月30日的三个季度中，中国大陆投资人占到了全部EB-5签证的77%。这一数据同样也明确地展示了华人移民对于美国的重要性。
移民对于经济发展的重要性早已被反复证明。最近，据意大利《新闻报》消息，在经济低迷的意大利，一组数据显示非欧盟移民企业成为经济发展的重要推动力。其中，由华人经营的企业数量从去年开始至今已经增长了6%。这就不难理解为什么意大利众议院议长菲尼近日呼吁政府充分发挥移民作用，给予移民国民待遇。
